usersyles.org dark blue redesign

Why is this style considered global? It only affects that particular site, and yet I found it in the global styles.

It was just unusual, since global styles don't just affect one site. Any ideas?? :)

    In case anyone is reading this, just disregard, since there ARE some global styles that may affect one specific site. I saw the dark blue style in the site styles also, so it's no big deal. I guess I just asked about it without realizing it need not be asked:)
