I dont think is really needed. First of all you should fix search and additional screenshots on userstyles. Then make site more friendly for phones and stylish extension to work again in firefox mobile.
UC Browser (to Android) has Awesome onboard "Userstyles" (5 colors + 1 translucent background image), and text reflow to webpages. Pity, this browser has been run-down with bloat news since its version 12.x. Currently, I'm testing the 11.x versions: http://wap.uc.cn/verlist/english_354/ucbrowser/145
What are you thinking a Stylish App would/should be able to do?
Sharing what you and your team envision might encourage some input from others on your question.
Why do you think they opted to create and push a mobile version of stylish instead of you know fixing all the issues with the site.
As with everyone else here, I wish the site issues would get some TLC too. But it's not within my realm of influence to help make that happen, or to make an accurate assessment as to why they aren't being fixed.
The topic of this post though is regarding the apparently forthcoming Stylish app which, based on the survey blurb on the US.o site, will be able to make changes to other apps/widgets. I'm pretty technically challenged, so was kinda surprised that technical restrains allow that to happen. I would love to hear from Nimi what the Stylish App should or should not be able to change on Android devices.

Well, it would have access to so much more user data, one can hardly imagine.
It's more important to fix the already existing stuff than creating something new in another field.
So before at all:
Fix it and keep our privacy in mind (if it is possible...)
