"New style" (http://userstyles.org/styles/new), and
"Editing [style name]" (http://userstyles.org/styles/*/edit)

The text box accepts the entire URL, but once the style has been submitted and reopened for editing, the URL has been truncated to 100 characters. (FF12, but I don't believe that it's browser-related.) -
